This is my build:

CPU: Intel Core i5-4690K 3.5GHz
Motherboard: ASRock Z97 EXTREME6 ATX LGA1150 Motherboard
Memory: G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1866
Video Card: Sapphire R9 390
Power Supply: Thermaltake 750W 80+ Gold

Whenever I try to install my graphics card I have no display from either the card and the on board graphics. When i remove the card the on board video works again. I've cleared the old AMD drivers in safe mode and still no display. When I try to install the drivers for the card I get an install error and nothing gets installed. I've seen other people have this issue and it gets fixed by updating drivers and clearing out the old ones. What am I doing wrong?

Solution
Could be a plethora of things. I'm assuming you've installed the card in the first pcie slot? I'd try putting it in the second(not the third obviously) slot to see if possibly you have a dead slot.

What OS are you running? I've seen(at least with the beta builds) Windows 10 auto install drivers via the 8.1 catalyst. Which have caused many issues with 2xx/3xx cards.

Other minor things, however unlikely. Make sure your monitor's drivers are up to date. Even if there's a beta driver, it's worth checking.

OS is Windows 7 Ultimate 64bit. Monitor is my TV so no driver for that. I'll try the other slots and update.

The card now works in the second PCI slot. Windows also coincidentally had and update install when I shut off the computer to put the card into the second slot so I don't know which fixed it and I don't really care. However I am still concerned. Will this affect it's performance being in the second slot? I don't want to RMA the board, NewEgg is a ridiculous hassle about that.

It most likely was the slot switch. And no, running a single card in either the first or second slot will result in full performance per bus width. Running two card via the first and second slot would result in a small performance drop per both cards, but nothing monumental.

The third slot however will run in x2 mode no matter what

I'm glad the switch won't affect it. However after installing the drivers while the card was working has apparently helped. It's now running fine in the first slot. Since the problem was solved I will select your solution but I'm curious. It wouldn't have anything to do with the M.2 lane would it? It's been a few years since I bought a new motherboard and was a little confused what that was.

I'm having the same issue with a Sapphire R9 390, nothing works with the card in, yet my old GTX 660 Ti and the mobo (MSI Z77a-GD55) adapters work. I've found a new BIOS for my mobo and I'll boot Windows and install the driver. But to be honest, it doesn't even boot with the 390 in it. Any ideas?

Antec TruePower Qauttro 850W PSU.

My solution was to upgrade the BIOS, in my case from 1.1 to 1.11 then the card powered up properly, (the little blue Sapphire logo at the front of the card lit up) and the display output worked.
