Sapphire Radeon R9 380 4GB overheats & shuts down, fans don't spin.

Had this problem for quite some time. GPU keeps overheating and shuts down in a couple of minutes playing a game. Temperature rises very fast and the fans dont seem to be working. I've tried Setting manual fan speed in both Afterburner, Speedfan & Global Wattman. I've tried reinstalling drivers, uninstalling the old ones using DDU, Tried different versions of drivers: 16.5.3 & the newest ones. Installing a new motherboard didnt help.
Running a FurMark test ends up showing 99*C & 0 fan activity https://imgur.com/a/T9SJj

CPU: Intel Core i5 4690K 3.5 GHz 6MB
MOB: Asus B85M-G
PSU: Fractal Design Integra M 550W
GPU: Sapphire Radeon R9 380 4GB Nitro
Crucial 8GB (2x4GB) DDR3 CL9 1600Mhz Ballistix Sport
SSD 120GB
 
I would at least try a different software app to change the fan speed. (MSI Afterburner) If that doesn't work I'd say the fan quit working and possibly needs to be replaced. Maybe dissemble and check the fan wire connection if you aren't covered under warranty.

Like i Said i've tried numerous software to chance the speed and it didnt Work. I've opened up the gpu & checked the fan connections which seems go all be fine.
