Question Sapphire Radeon RX 6600 XT clock speed and voltage will zero out ?

I’m not very good with computers and this setup has given me endless issues from blue screen crashes to missing files and now this, gpu seems to be throttling but temps are fine gpu usage stays around 10% while cpu is in the 60s. Possiblly a cpu bottleneck? I’ve tried almost everything I could google so hoping to get some insight on this

How old is the PSU in your build? What OS are you working with? If Windows 10, please mention the version(not edition) of the OS. Would help us two fold if we knew where you sourced your installer for said OS. As for your build, can you get into BIOS and remain there indefinitely? While in BIOS, check to see what BIOS version you're on at the time of writing.

So psu is new everything in build is new
bios version 1620
