Hello. A couple of days ago i got a RX460 . The card is supposed to be able to play CSGO,Dota,Other esports games with no problems. My CSGO is running at barely 60 fps on lowest settings and dropping below 50. My cpu usage is around 20-40 % when playing games. HDMI is plugged in the RX460,not motherboard. Full pc specs - AMD A8-7600 Radeon R7 APU, (3.1ghz) , Sapphire RX460 OC 2GB,MSI A68HM-P33 V2 Motherboard, 2x 4gb Ram sticks. And it's the same with other games. It should be able to run them but i get low fps. Windows 10 issue? Drivers are up to date and everything is installed.

Solution

There is your problem then. Your cpu id throttling to survive. Open your pc up, clean your heat snik and reapply new thermal paste. Once your temps fall at normal state, you will have quite better fps
did you have a different graphics card installed before the rx460? you can try flushing your gpu drivers to rule out a driver conflict.

download it an run it. choose the option for 'safe mode' uninstall. after it has finished, reinstall the latest amd crimson drivers.

have you ran the 3dmark 13 firestrike benchmark? here is a link to my scores for comparison.

There are a few benches out there with the RX 460. First you need to make sure that there is actually a problem. The RX460 is a budget gamer, after all.
So, look around for RX 460 reviews with games that you play and compare results as close as you can. Remember that the review systems usually have an i7 CPU so they will probably test better than your A8. Here's one that may help - https://www.techporn.ph/msi-radeon-rx-470-gaming-x-4gb-review/

If you find review after review where you are getting substantially less FPS at similar settings, then I'd say you have an issue.
As far as the PCI device goes, it isn't going to affect your gaming FPS but may affect other system functionality. Ask Dr G. about that device's hardware ID (device manager - details - hardware ID) to get an idea of what it is.

Either your cpu is bottlenecking the gpu, or you may have cpu or gpu thermal throttling. What are your temps cpu-gpu while gaming? The RX 460 should be up to the task for 1920x1080 gaming. Running in such a low resolution should be quite easy for the card. I run Dota 2 with full hd resolution at 100+ fps, never below 100 fps. Mine is the 4gb OC version and i have unlocked it, however you shouldn't be that low. Actually the 2gb and the 4 gb versions perform more or less the same.

Alright. Core temp says that my CPU is 61 C idle, but HWMONITOR 110 C Idle. Which one should i belive?

I don't use these, i use RealTemp to monitor core temps, it is quite reliable. However even if the first reading is the correct one, it is quite high for idle. You should be at 60's under load, maybe 70's. While idle proper temps are around 35 C to 40s

I tried using realtemp but it says that my CPU is not supported. :( Everything says that i have a diffrent temp. Bios - 80, Coretemp -60 , HW- 109

Either way, it is 99% chance that your cpu is throttling. Clean everything up and apply new paste. If the problem is solved or persists, update the post !

The core temp program works well.
Some temp monitors have confusing names for different sensors. I forgot which one it was, but one of them has 'CPU temp' and 'core temp' (or something like that) and the CPU temp is like 30ºC higher than the actual CPU temp but the core temp listed is correct.
I agree that your CPU might be throttling but let's get proof. There's a few programs that you can leave running in the background that will log the CPU frequency every few seconds or so. Run one of those to see if your CPU is the culprit.
