Sapphire RX580 Nitro 8GB Freezing/ Fps Massive Drops problem

I recently bought RX580 8GB Sapphire Nitro+, and I've been having problems particularly on 2 of my games, Arkham Knight and Resident Evil 7

In Resident Evil 7, game will at random points just freeze on the screen, while in Arkham Knight, sometimes the fps of the game can drop until just 4-5 FPS, and very laggy onscreen

I seem to notice that the GPU usage is fluctuating wildly, sometimes it's at 100%, it can go all the way down to 0%, and so on back and forth

Temp is normal, reaching around 70-75 on load during playing those games

Currently using Radeon Adrenaline Driver 18.9.3

here's my PC Specs:

CPU: Core I3 6100
Motherboard : ASrock H110m-HDV
GPU: Sapphire RX580 Nitro + OC 8 GB
PSU: Cooler Master MasterWatt 550W
RAM: Kingston 8GB DDR4

Running the game on Samsung EVO 850 SSD

Cooler Master MasterWatt 550W

Same make and slightly more powerful, doesnt seem like a quality unit in my eyes.

You got the wrong version of my PSU by the way, mine is the Masterwatt version : http://www.coolermaster.com/powersupply/80-plus/masterwatt-550/

I’m having a similar issue with my RX580 8gb stix and Ryzen 5 2600.

Fallout 4 goes from 100% GPU Usage and 40% cpu >75FPS

Down to 0% GPU Usage and <30% CPU Usage <20FPS

The GPU changes every couple of seconds 0-100%

The FPS stays low and game is jittery for 10 mins or so before reverting to 75FPS for a shorter while.
