SAPPHIRE TRI-X OC Issue

Hey guys,

I just bought the SAPPHIRE TRI-X OC from newegg and it seems that it keeps restarting my computer every 5-10 mins. Here's my specs:
2.80 gigahertz AMD FX-8100 Eight-Core
ASRock 960GM-GS3 FX
SAPPHIRE TRI-X OC R9 290
650W Fractual PSU 80 plus bronze
Windows 8.1

What I've done so far. I have replaced the Card with my old one(Gt 6100) and my computer doesn't shut off. I have openend the case to see if the fans were running on the new card, they were. I checked device manager to see if the computer recognized the card, it did. I know the recommended PSU is 750W but seeing that I dont have the funds I could only afford the 650W, plus a friend recommended me this certain PSU.Also, I have seen people use this card on the same wattage. Only thing I feel maybe the issue is the driver. I used the CD Sapphire sent me(Driver Version 13-066). I checked on Task Manager and it seems when I look on whats being used a lot disk space wise is catalyst don't know if that will help.

This is my first real card purchase and I barely know what to do beside the simple tasks. It is for gaming. I'm not a computer whiz so I would definitely appreciate any feedback. Thanks!

I'm guessing the r9 290 tri-x?
I recently also brought that card, and Im running it on a Corsair GS 600w psu.

Here's some things you could try to define the problem.
Try a friends psu and see if the computer still restarts.
Plug in the old card and see if it still restarts.

Although you installed the driver on the disk, it's not any different to the most recent version on AMD's website just an old version.
So test your psu and post back here.
