Sapphire Vapor-X 270x NOT working

My new graphics card isn't being recognized. It says "Standard VGA .." in Device Manager. I have uninstalled drivers, installed from the website... nothing. Their program "AMD Catalyst Control Center" wont even open because it says there are no components needing AMD technology. I checked my wiring, and changed PCI-E slots. l created a ticket with Sapphire with no response yet... also, my old GeForce card runs fine(after reinstalling all the drivers again).

Anyone else run into this problem and got it fixed?

Also it might help to know I have

Vista x64 operating system
i5 3450p cpu
z77-g45 thunderbolt mobo
rosewill 750w psu

^New hardware all around^
 


Where is it listed in BIOS? I HIGHLY doubt it will be there since Device Manager and their program didn't pick it up.. I did try another slot, as I stated "I checked my wiring, and changed PCI-E".

I'd like to see some more help before trying to go through that big headache again.. because i'll have to uninstall all my drivers, put in the card, try reinstalling drivers and then checking BIOS. I have troubleshooted this quite a bit already.
 
I have tried manually updating my drivers but it isn't working. It keeps saying my drivers are up to date as a "Standard VGA Graphics Adapter". I guess this is a common problem for people... ugh.
 
I had this problem with my xfx 260x that I got for Christmas. I had my VGA to DVI plugged into the wrong port. One of my ports won't work unless it is a true dvi connection. The manual says it is a Digital port only (not sure what that means exactly). I also had to do a few reinstalls of the drivers in windows 8.1 to get things working properly. I noticed that my catalyst control center kept "removing" itself after the install was complete. Hope this helps.

Note: This was using the beta drivers. I downloaded the most recent drivers directly from AMD rather than using the disk.
 


So you had to reinstall your windows drivers to get it to work?

I am having a NEW issue where the Catalyst Converter says it install but isn't anywhere on my computer.. I have done everything twice over. Im kind of at a loss, and burnt out.
 
I had to download the most current AMD drivers for my card to work with windows 8.1. The beta drivers worked, and my control center kept disappearing too. I just did a rerun of the installer and it filled in the missing bits and pieces, though it did take a few times.
