Sapphire vapor-x R9 290 terrible fps

Hello I had a 770 which recently broke so decided to grab a Sapphire vapor-x R9 290 as I believed it was much better.

However I am thinking otherwise now I am getting 90 fps in cod aw which is great however it seems terribly unstable I am a YouTuber / Streamer and I used to have OBS running on my right monitor or the stream and on the left ( main display ) I would have the game playing. However if I try and record and play this game I get such terrible fps drops now dropping to around 60 unstable.

Also I am having a problem with COD AW at the beginning of the map I get lag for the first 1 minute of gameplay since I swapped cards I think this is a problem with AMD Gpu's as I remember my friend having same problem with his 7950.

I am actually pretty upset I paid £270 on this card at the moment as multi tasking seems terrible, if I run the game alone its great however I thought it would be better at utilizing both monitors.

I used 3dGuru's driver uninstaller and completely uninstalled my Intel, and old nvidia drivers and clean installed my amd drivers.

I am really unhappy with the performance at the moment as I believed it should be at least 70% better than it currently is. I am not even running cod on ultra.

I cant remember specifically but its a 750w Corsair gold.

Rest of my specs are:

i5 4690k
Sapphire vapour-x 290 4gb
16gb RAM ( some high end corsair)
Samsung evo 500gb ssd
1tb WD Black hdd

So everything accept the sapphire above I used to live stream and record with my GTX 770 no problems same specs no other changes. However when I try now I get terrible fps dropping to the likes of 40/60 unstable crazy even lower..

Also COD AW is causing the most issues, I get really bad lag at beginning of the game for around 1 minute - 2 minutes, then the game runs smooth but it happens everygame but if I change to preload textures it doesn't lag ( however its buggy and sometimes wont load the map.... )

So im in a loss loss at the moment I feel I have wasted money I have tried uninstalling drivers etc.

There are no BETA drivers newer than current driver.

What do I do ?
