sata 2 and ncq

If a drive is sata 2 does it automatically support NCQ?
sata2 is 300m/sec vs 150 but does that also mean it has NCQ? Thanks.

The Hitachi 80G 7K80 is sata2 but says nothing about NCQ.

If command queuing where such a big deal on desktop PC's, then people would
be using SCSI drives, which has had command queuing for a long time (with
the right SCSI controller).
