SATA III 7200RPM to USB3 not being picked up in Windows

Hello I have a SATA III HDD I am looking to pull data from and transfer to my laptop via a Sata/usb cable, it worked on my SSD no problem but won't work on my spin up (which has all the stuff I need on).

Any suggestions?

A 3.5" drive can not be powered from only a USB port.

You need a USB dock or cable.

Is the drive powered up properly? If it's a 3.5" HDD the power it gets from a single USB port would probably not be sufficient enough. If this is not the case and the drive is indeed powered up properly and you feel it spin etc., then you could take a look if it's recognized in the Disk Management and if it is, you just might need to assign it a new letter.
