SATA to USB adapter not working with my drive

Hello,

I have a Seagate ST2000DM001 drive and I want to connect that drive to my computer using a SATA to USB cable. I'm using this cable: http://www.walmart.com/ip/StarTech.com-USB-3.0-to-2.5-SATA-III-Hard-Drive-Adapter-Cable-w-UASP-Storage/35118076

However, the drive does not respond, I don't hear it buzzing, but I do see an external drive added in Disk Management, but I can only change the volume letter of it, I can't format it. I already tried DISKPART without luck.

Did you use it in a usb 3.0 port,anything below that will not provide enough power to run the drive.Im sure that now the pcb can get power,which is why you can change drive letters

Yes I'm using a USB 3.0 port and it's still not working.
