about to get a new hdd, i wanted to use on both my desktop and laptop.
i'll install the OS in it for my laptop. I wonder if it will harm/damage the drive if
i keep use only that adapter. not planning on pluggin with the sata cable...

Sounds impractical to me.
Laptops are hard to open up.
You do not want to be removing the drive from it with any frequency.
Attaching via usb is ok for reading/writing data, but you can't boot windows from it.

It IS reasonable to use a usb to sata cable with a low power 2.5" drive and move it to access data between pc's.
Some usb to sata adapter cables will have two usb attachments to supply added power to hard drives .
ssd devices will be low power.

Actually, it the capacity needs are modest, you will find a usb flash drive more convenient for sharing.

Just network share the drive and acces it that way. What you are trying to do is not possible on windows and just a bad idea in general as you will wear out the ports quickly and break the laptops connectors soon.
