Hey , i saved so much many for long time to get a PC for my passion. My plan is to wait for the new Threadripper 4 Gen, so the price get down for the thread ripper 3995x.
Or is there any better workstation for that pc.
My Budget is :13000€

Already got:

PSU: Corsair RM 1000x
Storage: 1TB SSD
Case: Define R6 C
DDR4 RAM: Ballitix Sport 16 GB (6 times)
Cooler: H115i Pro
GPU: Quadro p4000

I believe that your budget is enough for a high performance graphic station with dual CPU and dual GPU.
