I have SBS2003 and I have people using Remote Web Workplace to log into their
destops. I want to shift to a TS environment so those inside the network or
remote go through TS in order to free up the desktops. Two questions.

1) In reviewing the documentation it appears that the bvest way to implement
this is with an additional server running Server 2003, not SBS2003. Can
anyone confirm this?
2) If I use Server 2003 on the TS box, do I have to by additional CAL's for
the users? Right now the CAL's on my SBS 2003 box suffice, and there are
instructions in the TS documentation that I do not need to by separate CAL's
for the TS box. Can anyone confirm this?

Yes. SBS2003 does not support Terminal Services, so you will need
to run Windows 2003 on the TS.

Yes. Check that your SBS CALs were installed with the SBS in the
"Per User or Per Device" licensing mode (which formerly was called
"Per Seat"). This licensing mode every user or device the right to
connect to any server in your domain.

NOTE: what you must buy are Terminal Server CALs, one for every
user or device which connects to the Terminal Server.
