Am I missing something or is there no way to convert a ground rail to an
elevated rail and back again? I'd like to go up and over a road and
back down on the other side. But I think the only conversion I've found
is one for going from a subway rail to an elevated rail. :-\ Talk about
one extreme to the other.

Hey,
Unfortionaly no you can not connect the two types of networks. I think that
the theory is that they are different rail grades. I use a mod from
www.simtropolis.com that makes road bridges go over rail. Another option is
to use a combo station that allows bus, car, train, and rail to meet. Before
I added about 450 different lots to sim city I played with tunnels for rail
going under roads.

One of the things I liked about SC3 is that you could actually tunnel
under things by making a square of road, lowering the terrain as far as
possible, then doing the same thing in another location where you want
the tunnel to end, but it has to be in a straight line. Then draw a
road down into the gulley and the tunnel would pop out at the other end.
I haven't actually tried that procedure in SC4, but I do know that when
I tried lowering some terrain in an area of town, it actually stretched
the edges of the buildings down into the hole. How odd.
