Scored 94% on 3dmark test, but my games lag on ultra quality but my friend does not and he scored 77%

i cant play arma 3 and fallout 4 on ultra settings without lag. its the same on low quality.
arma 3 was stuck between 20-35 fps on low and utra quality, but went up to 40-50 if i started steam and the game as administrator, but its the same fps on low as on ultra. I have reinstalled windows but no change. I have updated the bios and the chipset. In WoW i have 20-30 fps in major cities and my old computer had 50-60 with 3 WoW games running in major cities and i payed about 1500$ for it 2-3 years ago and my new pc is about 2300$ just 2 weeks old.
i deliverd my pc to the store i bought the parts from and they found a few things and fixed it and said it should run as normal. I have not changed the hard disk so they are 2-3 years old could it be the hard disk? Im not sure if its software or hardware.

x99 deluxe motherboard
x2. geforce gtx 970 with SLI
Intel core I7 - 5930
16gb ram
1200W power supply

And i use Windows 10. SLI is activated in Nvidia controlpanel.

I should also add that my friend scored 77% on the 3dmark test and his arma 3 runs 50-60 fps on arma 3 with ultra quality.

Arma 3 is a tricky game. I don't know if its fair to call it poorly optimized, but almost everyone gets poor fps out of the box. A lot of tweaking is needed in both the game settings and config files to get it running smoothly. Fallout 4 I have heard multiple times to turn god rays to low/off, something about them using excessive tessellation and killing performance. For wow, im pretty sure it doesn't have sli support. Probably the cause of the problem there.
