Hello, I've recently bought an used Intel Core i7 6700. After opening the package I realized that CPU gold pins are scratched. PC does not go through POST. DRAM and CPU leds are blinking on my motherboard ( MSI B150m pro-vdh). I only twice went to the bios but windows were immediately bluescreening. Pics related. Thanks for your help.

check pinout what goes though them. we need to know IF THEY ARE USED.
Issue might be elsewhere and its not a reason.
if needed, does not seem very bad, still I think copper is exposed. do you have any tools to check it ?
we would need multimeter at least.
You might get away with just isolating those pins from one another (or both from everything else) but it will be very sketchy.
you would need a hair width of something like a nail polish (but I dont trust nail polish itself INSIDE socket)

I would not risk damaging the board with magic at this point. if you feel like surgeon & Horologiorum magister you might try to isolate them.
