Hi. I bought a processor and it came with these marks on the bottom of the processor. Has anyone seen anything like this? Doesn't seem to boot when I install it. Unfortunately I have no other cpu to test the motherboard with.
Hard to tell by the picture only, but it seems more like burns rather then scratches. Anyway, if it has such severe damage to actually call it 'holes', I would not be surprised to find that it does not work.
I tried paring it with an MSI X99S SLI Plus motherboard but it only restarts, never shows video. I don't see any error messages but the cmos clear light blinks and the power light and reset lights are lit.
I also bought the motherboard used so I am not sure if it's the proc or the motherboard but with that damage underneath the processor it would seem it's the processor. Has anyone else seen something like that before and had it work?
Yep could very well be the CPU being bad, or the motherboard, most likely the CPU unless the motheboard pins look like there are some inconsistent pressed down ones.

I sent the motherboard in for RMA. Would it damage the motherboard if I inserted this cpu? Pins looked ok.
Again, hard to tell just looking at pictures what exactly kind of damage CPU has. But if CPU has visible physical damage, it can possibly do harm to motherboard too when powered. Myself, I would first try to find some very very cheap mobo to test it. If it would not fry the test mobo, then I would maybe consider using it in real setup.
