[SOLVED] Screeching noise coming from laptop

I have a dell inspiron 5482 that is relatively new.
Whenever I power on the laptop or wake it up from sleep, the laptop makes a very high pitched screeching sound. I checked intel XTU and it seems that the screeching sound correlates directly with when the CPU is turbo boosting up to 4+ ghz and when the CPU is very hot or thermal throttling. What is causing the screeching noise?

My first guess would be a fan. This would fit with your description.

Since it is a new (ish) laptop, have Dell fix it for you.

When ever CPU hits turbo there should be considerable speed change in those exhaust fans. Hard to expect such thing on a new Laptop but it can be the reason other than that there's no any moving parts not even HDDs in those ... especially 2 in 1 Laptops. Haven't you try to contact Dell?
