Screen artifacts with new R9 280

I built a PC last November, and since then, I've been seeing strange artifacts appear both in game and out. In game, it appears as strange walls randomly appearing and disappearing. Sometimes, the walls are composed of an in game texture. Outside of game, it presents as small squares or rectangles comprised of shifting black and white pixels. I've updated my drivers, changed the PCI-E slot, and remounted the card several times. I've done everything but play around with the clock settings. Any ideas?

If the GPU have warranty you can send it back and get a new one.

Have you updated drivers? Did you install the correct drivers? Did you uninstall old GPU drivers before?
