[SOLVED] screen becomes solid color

When i try to boot windows with graphics card installed,it becomes solid color on the lock screen.
Some times it gets as far as desktop then goes solid color.
No such issues while using without graphics card.
Is it software or hardware issue?Any fix?
I use a 750 ti with windows 10

core i3
8gb ram
350watt psu
always used 750 ti since beginning
this occured once before then i didnt use it for a while and one day when i installed it it just worked.
Now the problem occured again

You could try powering down and reseating cables and cards etc.....and then trying it again....it may be a bad connection.

but I also I think there's a good chance it's the PSU or the GPU....and I would replace the PSU first.

I think it's probably hardware (as opposed to software) as I have had solid color screens with a failing GPU. Mainly green.
