While playing GTA Online, my screen suddenly blacked out and GPU fans started blowing on max. Think vacuum cleaner. I felt the card, not warm at all. It has happened two times with a month's time between. A simple power off/on fixes it. Some say my RAM is the bottlenecking cause, but I need verification. The RAM is Corsair Vengeance Pro DDR3 1600MHz. Full system specs: http://imgur.com/a/Dd1aM

Solution
RAM cannot cause the issue you are describing.

Record your GPU temps while gaming. You'll need to have a saved record so that you can see if there was a spike when the GPU black screened. Also worth recording the voltage if possible. I had a GTX 770 that would OC like a champ but then all of a sudden in rare circumstances it would do just as you said. Turning back the OC a tiny bit prevented that from ever happening so if you are not Overclocking and your temps and voltages are fine then the GPU may be dying.
