Question Screen blinking black once when switching to and from fullscreen

I Built a new PC a little after black friday last year and everything went and ran smoothly. About a week ago, I noticed that whenever I was watching videos and went to/from fullscreen, my entire screen would blink completely black once for about half a second. This will happen when I alt tab between both of my monitors as well when I'm gaming in fullscreen windowed mode. I have tried updating my GPU drivers and made sure my monitor's connections are all secure, but it keeps happening. I was hoping someone here might have experienced something similar to this and could help me with a fix to this.

chipset drivers are up to date as well?

the BIOS of your motherboard is up to date?

use ddu uninstaller to remove all gpu drivers and reinstall the latest gpu driver after that from amd.com or nvidia.com
