Is there any freeware or one-time purchase software which can capture the whole page by scrolling down the bar and the whole page is in one single long image?

You don't need any special software , use paint that will already be on your pc.
Press the print screen key next to f12 then open paint , click paste tab and you will see what print screen captured , note , look at bottom and side of the capture you can scroll it.
If you want to print just a portion of the screen open snip tool over the top of paint image.

Your method will not capture the whole webpage in a single image.

Most browsers have built in functions to do it.

In FireFox you can right click on the page and choose "Take a screenshot". This will display an option at the top to save the full page.

I don't use Chrome, but it looks like it can be done in Chrome with a >screenshot command (see page below).

In Edge it can be done with the "Add Note" / Clip tool.

If those don't work out for you then you might want to consider a plug-in / add-on for your browser. The page below mentions a few.
