Screen flashing after driver update

So there was this AMD driver update pending for a while and I decided to finally install it.
My screen started flashing as can be seen on the video below, however it's just my big monitor and not the smaller one.
Sometimes it's the entire screen, sometimes it's 3/4th, other times it's half or just below half. It's not always happening though, it stops for around ten seconds at (so far) random intervals.

I tried installing older versions of the AMD driver, my graphics driver, I tried disabling 2 specific processess in msconfig yet nothing seems to help.

Could someone please come to my aid and tell me what's causing this? Thank you very much!

Since it seems like it's not a driver issue because you tried other drivers.

Give the big monitor a nice long power down (unplug all cables for a good 30 seconds).

If the doesn't help try a different cables.

Try only the big monitor.

Let us know the results and if any of this helps. Just want to eliminate simple issues first.
 


It worked for the first thirty seconds or so, then it started flashing again.

Edit: after a minute or so it stopped flashing, is it fixed, or..?
 
Double check the refresh rate. Try lower it see if it has an effect.

You can always try the DDU thing mentioned that should not make things worse but I have my doubts since its one monitor.
 


The refresh rate has always been at 59 hertz so I changed it to 50 hertz which made no difference, and 30 hertz interlaced (whatever that means) but the last one messed up the entire screen, so it's set back to 59 hertz. I'll try that DDU thing.
 


I did the DDU thing and reinstalled my drivers completely. It worked fine for four or five hours til I shut my PC down.
Just now I booted it up and I'm having the flashing issues again?

I've got an AMD R9 290 and I'm using windows 10.
The odd thing is, I just switched around the DVI cables on my gpu and now my second monitor is messed up. Guess the driver update magically murdered my cable or gpu?
 


Yeah. I had the proper drivers installed for a year, keeping it up to date, however the last update messed it up.
