Screen flashing black

I recently upgraded my system to windows 10, I also added a new nvme ssd and a new 6tb wd black drive, ever since this upgrade I've noticed that whilst I'm gaming I get random black flashes and for a moment afterwards slight fps dips before it returns to normal, it appears to be worst whenever I receive a message on skype and also when I tab in/out of the game but also happens randomly, can anyone help me with this?

it actually seems to happens whenever i get a skype message, the screen flashes black, the performance dip happens then as soon as the skype notification disappears my screen flashes black again and the performance returns back to normal

another thing to add, if i change my refresh rate it changes my resolution to 640 x 480, then if i change my resolution it changes my refresh rate back to 60
