Question Screen flashing on and off with GPU under load

I bought 3 used mining XFX rx580 8gb gts (parts only) on ebay and was able to re-paste and swap fans to get one working as expected. The second will post and run windows but the screen with turn off and on at random intervals when running heaven on any program. This starts about the time the fans turn on with CPU temps <60C and will stop when the GPU is not under load. I have tried maxing out the fan speed (MSI) to keep temps lower, but it still flashes the screen off and on. Drivers are installed properly as the other one works fine. I am not sure what the next step is on trouble shooting. I found info on full system shutdown but not on the screen turning off and on repeatedly. I will try to under-volt to see if that changes things but not sure where to go from here.

System: B85-plus, i5 4690k 4.2mhz OC, 4x4gb ddr3, G-series semi-modular 550w gold,

More info: got heaven to run with only one screen blink. However it scored 1597 vs 1738 from the other Rx 580 with 63 vs 69 fps. MSI is also showing average 1130mhz vs base frequency of 1366 MHz and needs the power limit increased to reach 1366. It will reach 1366 but then screen blinking increases in frequency.

I was able to flash an 1150mhz bios that has stopped the issue. This makes me think there is an overheating issue so i plan to buy new thermal pads to replace the old and reinstall the old bios.
