Screen flickering after new PSU

So, couple of days ago my PSU died and I had one lying around, after installing it everything works fine except the screen is flickering now, it shows horizontal stripes which are barely noticable, and when noticable, its on a dark background, the PSU is cheap 500W Frontier, it is the same model as the prevous one and thats why im confused, the flickering didnt occur on the old PSU, what is the problem now? At first i thought its cause i didnt plug my VGA cable the right way, but I did.
Any suggestions?

Try reseating the cable to the graphics card. If that doesn't work reseat the graphics card.

thanks for replying, I have tried what you suggested and the issue persists, I dont know what else to try, my windows and my graphics drivers are up to date, Ill try borrowing a PSU to see if thats the problem
