Screen flickering/ artifacts

I have been searching for answers for a week now with no solution, now I'm asking you guys.

the bottom half of my monitor randomly "artifacts", it doesn't go black or white but multicolored/grey. I thought the low memory clock issues some AMD cards have might be the issue, but it's random and happens even when sitting at the desktop but not caused by moving windows around. I can't seem to trigger it in any way, and it doesn't seem any more common while playing games than during video watching. It's just a flash of artifacts every couple minutes.
It's really starting to bug me, especially when I play fps games where the flash can mess up my concentration. I have considered RMAing the card, but that takes time and since I use the computer for work related stuff it will be a last step.
I just built the computer last month, it's my 5th build and i've taken every precaution while building, I didn't notice the flickering during testing and I'm uncertain exactly when it started
Temps never go over 50c on anything.
Any ideas guys?

Mon: 1@2560x1080p running on GPU
1@1280x1024 running on iGPU in the CPU.
CPU: Intel i5-4690k(stock)
GPU: Sapphire Radeon R9 390 nitro
MOBO: AsRock Z97 Extreme4
PSU: EVGA 750 G2 Gold 80+
RAM: 8GB Crucial Ballistix
 
The secondary monitor is VGA and Sapphire decided to not support DVI-I(the extra 4 pins for analog).
With just the main monitor running I think still saw a flicker, but it's not as often as when both monitors were running if its even still happening.
So for now I'll run just the one monitor until I can confirm if it's still artifacting or not.
If it's still a problem I'll update this tomorrow.
