Question Screen flickering issue

I have this issue where my screen is flickering and it's very annoying. I tried to delete the drivers and reinstall, but it made no difference. I even tried bypassing the video card and plugging direct into the motherboard. I'm wondering if this could be a power supply issue? Should I try replacing it, or are there less invasive methods to check before that?
I mean if I'm doing a new PSU I may as well just buy new hardware lmao. I built the PC in 2017.
