Screen flickering/tearing while scrolling or watching videos

My gpu is a gigabyte r9 270x and when i scroll down in a browser or watch a video i get some horizontal lines and a little bit of flickering and distortion. ive been ignoring it for about 2 months since i built this computer as i didnt see it to be much of a problem but as of recent ive grown annoyed with it. Games have no problem with this. Vsync usually solves any problems i might have with that.

Sounds obvious but make sure you are using correct refresh rate with chosen resolution. Try setting monitor to default resolution and refresh rate if not already there.

Im using an asus vs247 monitor. It can support up to 75 hz. i was using 60 at 1920x1080. I turned it down to 50hz at 1920x1080 and it helped it a lot. havent tried watching a video yet but scrolling isnt nearly as awful as it was but it still happens.

HDMI. Before i did this build i used the same cable/monitor with my old computer and i didnt have this problem

I have ASUS VS238H-P. Similar to yours sort of. I use DVI to monitor and HDMI to bigscreen tv. DVI works well. you could try that to see if it's an improvement.
