Screen flickering white

This happened a few months back, and it only happens while gaming and is very intrusive.
I didn't think it was my graphics card (550ti) but i needed an upgrade anyway, so i purchased a 960 and I'm still recieving this flickering issue does anyone know whats causing this, or even better a have a resolution.
 
Assuming you are using the same (HDMI?) cable, try replacing that. If not the cable, try the monitor on another computer to isolate the problem. Could be a PSU or motherboard issue on the computer or the monitor itself. Maybe try resetting the monitor to factory setting as it may be set in a overclock mode which can cause flickering in some situations.
 
Can't switch pc's the only other one in my house is my dads and his is not capable running the game's that the screen flickers on as for reseting it to factory settings i googled the model number lc320em1f and couldn't seem to find any information on how to factory reset it
 
Your 'monitor' is the Emerson/Funai 32" 720P TV which has many known power capacitor issues and was considered low quality/end when new. Do not spend any money trying to fix it. You already took a hit buying a relative 4 gen old GTX 960 so close to the 1060 release date unless you spent under $150 for it. If it is a dedicated computer monitor, even a cheap 34" 1K IPS widescreen would work for the 960 and are under what the Emerson cost. You could try switching the connections between HDMI 1 and 3 to see if one port is simply shorting.
