Screen freezes every few seconds when moving mouse after adding 2nd monitor

Just bought a dell inspiron 5675, Win 10, Ryzen 7 1700x, 16gb RAM, Radeon RX 580 GPU. Working great until I plugged my 2nd monitor in. Freezes for half a second every few seconds when moving mouse.

First monitor is a vizio tv hooked to hdmi, second is a PL1700 hooked to displayport with vga to displayport adapter. Computer boots th PL1700 as first display, but I've changed second display to main monitor, either way same problem. If I disable either monitor problem goes away. Drivers are up to date for GPU and Windows.

Any help appreciated.
