Screen Grabber RCA

I am searching for a screen grabber that would input an rca video and output the same rca video and when necessary (triggered by ex: a button) output a JPEG of the screen via usb or other data transfer method to my pc.

You could use one of the video converter USB devices and use software for a JPG capture.
