Screen is jumpy/shaky/blurry/lines

I just installed a new 1080ti GPU and the screen gets jumpy/shaky and blurs some when moving/scrolling the mouse around. The picture is fine when not moving the mouse. Also can see a horizontal line move up the screen. I have the latest driver 382.05. This did not happen with the previous 980ti GPU I had installed.
It happens in both gameing and while online. I tried removing and reinstalling the driver. That did not fix it. I ran the Unigine Superposition Benchmark in 4K Optimized. It passed with a bench score of 9495.
I don`t know if this problem is driver related, or a problem with the GPU. I checked the cable connection at the GPU. It seems fine.
Any one have suggestions?

It could be GPU/driver/cable/monitor problem. Take a screenshot when any of those effects appear (or even better record video). If the distortions do not appear on screenshots/video, then problem lies in monitor/cable; if they do appear then problem lies in GPU/drivers.

Out of curiosity, the GPU`s Display Port is version 1.4. I`m using a 1.2 Display Port cable.

There's no such thing as 1.2 or 1.4 cable, all DP cables can do same. However, what matters is quality of cable. Read https://www.displayport.org/cables/how-to-choose-a-displayport-cable-and-not-get-a-bad-one/

The lines and distortions did not appear on the game video recordings, just while viewing the monitor. But shortly after I stopped recording, while continuing playing the game, it started to get very jumpy and I lost control of the mouse. It was very hard to navigate around the game. I remember this happened with the 980ti GPU installed. And this was right after the Creators Update. So, I did a clean install of everything and all seemed good. But, now with the 1080ti in, the mouse problem is back along with lines in the screen. It`s like screen tearing. The lines move from bottom to top and the screen gets very jumpy.

I think you should check your comp with another monitor or TV in that case. If problem appears on 2 GPUs, then it's not likely their fault. But it could be something caused by Creator's Update too.
