You could try and use DDU to remove all GPU drivers, then manually reinstall with the latest found off of discrete/integrated GPU maker's support site(AMD/Intel/Nvidia), in an elevated command, i.e, Right click installer>Run as Administrator.

I should probably also add that I have an external monitor plugged into this laptop and that monitor isn't dealing with the issue.

If you're seeing the same thing on your external panel as you're seeing on the laptop's own panel, the issue could be drivers or the GPU itself is gone bubye! Are you yet under warranty for your laptop?
I bought the laptop off of someone so no, and I'm not seeing the same issue on my external monitor. I'm running everything now on the external the laptop monitor is the only issue.
