Screen looks zoomed in but nothing on the taskbar opens.

I just recently installed a gigabyte gtx 960 into my system so I could use HDMI. I plug in my HDMI to my monitor and my background comes up but I dont see any programs and I only see the top of my taskbar. I right click to try and get into screen settings but nothing opens. I wasnt sure If i got a back GPU so I plugged my DVI output in and it works just fine so im a bit confused on what is wrong. I switched multiple HDMI cables as well and it was the same problem. All drivers are updated while DVI was plugged in and im not sure what else to do. Please help!
 


Just the HDMI was plugged in and I would just swap to DVI to validate that my graphics card works.
 
Sounds like the system thinks there is another monitor or the resolution is pushing the display off. The fact that right-clicking to get to settings does not bring anything up points to this. What may be happening is that the computer thinks your connection is a secondary monitor so when you right-click it send the output to the primary monitor, which is not there and you see nothing.

What happens if you start in SafeMode? If it works, make sure that it only sees the one monitor. You can also try to connect two monitors (if you have them) one to HDMI one to DVI, then set the HDMI one to main monitor and set it to only display on that. Then turn off PC, unplug the DVI cable and see if the system then will see the HDMI connection properly.
