Question Screen off, but smps fan speeding ?

This morning , as usual I switched on my apc UPS then the PC but instead of starting this is what happened:


1. monitor was not showing anything, it was on with its power indicating light on

2. after waiting for 5 minutes the smps fan started to speed like a jet.

I got afraid of it catching fire , so I turned off the PC by long pressing PC power button.

I removed all ram sticks and cleaned it and then again fixed it and after 2 minutes I tried again but the same happened , so now I called my father to my room the look at the problem , but this time as I was starting the PC ,it worked.

I also want to tell that after I started , I checked cpu temperature , hard drive health and ram but they are all fit and fine.

Host: HP Compaq Pro 6300 SFF
CPU: Intel i5-3470S (4) @ 3.600GHz
GPU: Intel HD Graphics
Memory: 2492MiB / 15885MiB

PSU is the one which already which came with PC.
