Question Screen / Pixel / Flicker / Flutter / Lag

Has anyone else had this problem? I have had this happen a couple of times now. I will try to be as thorough in my explanation as possible.

The Issue:

The vegetation flutters when the camera moves. I don't know if you can see it in this video. Game is Assassin's Creed: Odyssey. But it has happened in other games too. I do not recall it happening with my RTX 3060 GPU. I don't remember having the issue on the 4080 GPU until I updated the Radeon driver and installed the AMD Software: Adrenaline Edition.

Taken with my computer. I can see it @ 2160p60 and 1440p60 video quality fullscreen.


Taken with my phone. I can see it @ 1080p60 and 720p60 video quality windowed.


TV Specs:
55" 4K UHD TV
Resolution: 3840 x 2160
HDR: Yes Certified: No
Standard 4k not true 4k @ 4096 x 2160

Thinking the TV might be the problem at this point. Tried all the different settings in the TV menu. The issue still persists.

PC specs and builds:

1) Built Nov 2019
GPU: MSI Radeon RX 580 4GB. - No longer used.
CPU: AMD Ryzen 7 2700X. - No longer used.
RAM: G.Skill Ripjaws V Series 32GB (2 x 16GB) No longer used.
Mobo: ASUS ROG Strix B450-F Gaming. No longer used.
PSU: Rosewill Hercules 1600W Modular Gaming power supply. Had a bad rail & replaced Feb 2020.
Tower: SAMA Sama-Z3 Black Steel / Tempered Glass ATX Mid Tower Computer Case
Resolution: 3840 x 2160.
Resolution: 1920 x 1080. - Did not have this issue.

2) Upgraded Feb 2023
GPU: MSI Gaming Geforce RTX 3060 12GB. - No longer used.

4) This is my current pc. Upgraded Apr 2023
GPU: Nvidia RTX 4080 16GB.
APU: AMD Ryzen 9 7950X with AMD Radeon Graphics GPU.
RAM: Corsair Vengeance 64GB (2 x 32GB) @ 5200 MHz with DOCP II.
Mobo: ROG Strix B650E-F GAMING WIFI
PSU: Rosewill Hercules 1600W Modular Gaming power supply. Had a bad rail & replaced Feb 2020.
Tower: SAMA Sama-Z3 Black Steel / Tempered Glass ATX Mid Tower Computer Case

What I have tried so far:
I was thinking that maybe the Radeon driver install was overriding the Nvidia driver install. I reversed the order hoping the Nvidia install would override the other. No change.
Uninstalled both drivers and apps, disabled Radeon GPU, re-installed the driver and app for the 4080. Issue still persists. Re-installed Radeon driver and app.
I have tried both 2160p and 1080p desktop and game resolutions. HDR on and off.

Nvidia Control Panel.
Adjust image settings with preview. Let the 3D application decide,Use the advanced 3D image settings and Use my preference emphasizing: Quality. Did not try Performance or Balanced.
Manage 3D Settings. The only setting I tried was Low Latency Mode. Tried them all.
Adjust desktop color settings. Tried Override to reference mode.
Adjust video color settings. Tried with the video player settings and with the NVIDIA settings.
Adjust video image settings. Tried all the options except Super resolution under RTX video enhancement.
Nvidia Control Panel has been left at or restored to defaults.
Turned everything in-game to lowest settings.

AMD Software: Adrenaline Edition. I didn't expect this to change anything but wanted to rule it out.
Tried defaults.
Radeon Anti-Lag enabled and disabled.
Radeon Boost enabled at 50% and disabled.
Surface Format Optimization enabled and disabled.
I have the Graphics Profile set to Gaming.

Welcome to the forums, newcomer!

You forgot to mention the make and model of your PSU in your build. If its been recycled throughout builds, please specify the age of the unit as well.
I updated the post with the information you suggested. Also added tower specs.
