Screen resolution off

Hello, I noticed the other day while watching youtube in full screen, it seem'd as if the monitor resolution was off or something, because it looked like (top and left side of screen)this in full screen. I have two monitors, and on my left one(main) it does not do this. On my second one it does. If you know why it is doing this and how to fix it, please respond to this post. Screen resolution
