Screen saying "Out of range!"

During a mission in-game(Sniper Elite 3) I got a white-ish screen with RGB stripes. I restarted my PC and my monitor started saying "Out of range!" every time I try to boot. It's not the monitor because I got a new one few days ago. I'm on Windows 10. I tried switching monitors, nothing and I don't know how to get into Safe Mode without any visual representation. Any suggestions?
 
If it doesn't work I won't know because I can't see anything but will try.

EDIT: So I managed to get into BIOS when I hooked my PC to an old faulty monitor(has "auto adjust" which helped display the screen now and when I was in windows recovery, trying to boot into Safe Mode, but only once) which went all purple but the picture was extremely distorted and it wasn't just purple from the monitor, it had stripes all over it. After that I hooked it up to my new monitor and it was still saying "Out of range!" when in BIOS. Is it possible my GPU died since it did crash when playing a game and hasn't worked since?
 
Googled it and on Windows 10 it's IMPOSSIBLE because every video and picture I looked up had different options(some have more some less) in the Windows Recovery and since I can't see anything(stated more than once!) how the fu*k do I boot into Safe Mode? If you can somehow find out which options my Windows Recovery has available by not looking at anything would be nice if you could give me the key combination to boot into Safe Mode...
