screen shows no signal after using amd clean uninstall utility

i installed a new psu and gpu and before i put the gpu in i used amd clean uninstall utility to uninstall all the amd drivers and stuff so i could download the drivers from the disc that came with my new gpu, so i did that and it asked me to restart the computer so i did and ever since i restarted it i can't see anything, my screen just says "no signal" i thought this was only going to delete the graphics card drivers and amd catalyst control center and stuff but i have a hdmi plugged into my motherboard and my monitor wont show anything when i turn the computer on. how can i fix this? it knows the cable is connected because it says no signal when its plugged in and when i unplug the hdmi it says no cable connected
 
Whats the native resolution of your monitor? Is there any way you can change it via the OSD to 800 x 600?? If so you might get lucky and get a signal. In the past I've had issues whereby my monitor would show 'no signal' because it could not display the resolution from the GPU without a bespoke driver installed, and so I've had to plug in an old 4:3 15" monitor to get the windows screen up at 800 x 600 or even 640 x 480.

i took out the gpu and then tried turning it on again and it worked and then i installed drivers and put the gpu back in and now its on, but it's terrible it won't play any games and my whole computer is slower and worse than before i installed the new psu and gpu, it sets fallout 4 for ultra and it never loads and the music on the menu doesn't even start. and i tried this other game that i could run on the highest settings with my old hd 7770 and it gets stuck loading too. the gpu i just got is a r9 380
