Screen Shuttering GPU?

Ok guys, I have scoured all over the internet for my specific problem and have yet to find a solution. I have had this problem for a little over a year now and I have finally had enough. My problem is, ONLY in certain games, during loading screens and some cinematics, my screen shakes up and down violently. Almost like shuttering, but the picture never goes out, just shakes, and only during loading screens and some menus example being a map in an open world game.
Most recent game with said issue is The division during loading, and connecting.

Below are my specs. All my drivers are up to date, tried rolling back drivers, putting my CPU on stock speeds, everything that i can think of.

OS: Windows 7 Home Premium 64-bit (up to date updates)
CPU: Intel Core i5-2500K @ 4.0 O/C
Mem: 16GB corsair Dom.
GPU: AMD Radeon R9 200 / HD 7900 Series (Sapphire 7970)
2 displays, primary through HDMI, secondary through DVI

Please help me out, i found this site the most helpful for all other computer needs. Thanks for taking the time to read!

You need to eliminate the monitor itself as a possible cause first, so try and lay your hands on a different monitor just for testing purposes.

Hey, thanks for the reply, I actually did try that before by switching my monitors and using an older 19 inch i had from a while back. Same issue.
