[SOLVED] Screen stutter issue with Google Chrome ?

To start off, very recently when I purchased a new GPU, google chrome started to lag a lot whenever I scroll up and down, especially when watching 4K videos on Youtube with barely any programs open or running in the background. I used to have a GTX 1050Ti but replaced it with a Asus RTX 2060-06G-EVO. Below are some ways I tried to fix this issue.

The first troubleshoot I did was to remove all the drivers associated with this GPU, then re-install them.
The second method I did was delete chrome and re-install it, yet no luck.
The last troubleshoot I did was to turn off Hardware Acceleration, but when I did this, I started noticing screen tearing

For additional info, here is my overall desktop pc specs;

ROG Strix B450-F Gaming II
Ryzen 7 2700X
Dual RTX 2060-06G-EVO
32 GB of RAM at 2666 MHz

If anyone knows a fix to this issue, please let me know.

Only chrome? Nothing else? Any games or something? Also what are you temps?

Chrome and Microsoft Edge.
My temps when I'm not gaming, just browsing the web is about 45 degrees Celsius and when gaming 70 to 75 degrees Celsius.

To put into more detail, the lag isn't always, sometimes it will lag and sometimes it wouldn't.
