Screen Tearing alot... help?

AMD R9 290 REFERENCE 4GB (ADJUSTED FAN TO COOL OVER LOAD AT 70c).
FX-8320 OVERCLOCKED TO 4.0MHZ.
(TO AVOID BOTTLENECK.AT 57ISHC OVERLOAD)
8GB RAM HYPER X 1600.
1TB HDD.
600WATT PSU
46IN HISENSE 1080P LED. AS MONITOR 60HZ.

So let's see. I have the amd control center vsync settings set to always on. And made sure the vsync was on the games... and I tried to mess with the settings on the games to the lowest and still tearing... could it bee the tv. Should I just get a better tv.. or what do I do..

Try off the Vsync, there are problem on vsync on some kind of gpu

It could be your TV, see if there is a gaming option in your TV.
