Screen tearing HELP PLEASE

My screen is always tearing sometimes in the middle of the day and I had this for a couple months but at this point I am really annoyed... it's not my pc since it happened in my old PC too and I got a new one now... it's the monitor. Can someone please help me fix this problem I don't know what to do atll ugh....

How did you rule out the monitor being the issue? Can you please pass on your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Are you on the latest BIOS update for your motherboard? Have you made sure your GPU drivers are up to date or at least on the last known stable driver revision?

The monitor has tearings in specific spots... I don't think it has any problem related to the system specs since this happened in my old pc too and this is a new pc too and I was using the same monitor in both of them.
