Screen tearing if playing games at 30 fps, no screen tearing while watching movies at 30 fps

When I watch 30 fps movies I get no screen tearing, but when I cap my frames are 30 in game there is tons of tearing. Even at 70 fps on battlefield 1 I sometimes get tearing (no v-sync on).

6600k
GPU:
gtx 1070
RAM:
2x8 corsair lpx 3000mhz

monitor:
mg279q (1440p, ips, 144hz)
 
It doesn't matter if the GPU is rendering faster or slower than the monitors refreshrate. If you're getting an fps that isn't a multiple or a 1/x fraction of the monitors refresh rate there will be tearing.

If you want to be rid of it you can enable vsync and suffer the input lag, or get a gsync/freesync monitor.
