Screen Tearing in Desktop

Hello,
I seem to be experiencing screen tearing within the desktop. For instance, while I'm scrolling in a pdf file (with just a white background and black text), it seems like the screen tears in a similar manner to games without vsync on. I'm not sure if this happens outside of pdf files, as it's a bit hard to see sometimes while, say, browsing the web. Any thoughts?

Core i5 3570K
Hyper 212+
GTX 660 FTW Signature 2
Corsair TX650m PSU
G.Skill 8 GB Ripjaws
Intel 330 180 GB SSD
WD 1 TB Black hard drive
MSI z77a-G45 motherboard

Hello,
Thank you for your responses. My GPU is not overclocked by me, though the EVGA GTX 660 FTW Signature 2 is factory-overclocked (my CPU is not overclocked at all).
I believe my monitor is an Asus VH236H: http://www.newegg.com/Product/Product.aspx?Item=N82E16824236059&Tpk=asus%20vh-236h, though to be honest I'm not 100% sure about this (I'll be able to verify later, but I'm pretty sure this is correct).

Sorry about that, turns out I was wrong about the monitor. It's an Asus VH238H: http://www.newegg.com/Product/Product.aspx?Item=N82E16824236117&Tpk=asus%20vh238h. Any ideas? I do not think the monitor used to do this on my old system... at least I didn't notice it.
