My PC has been experiencing screen tearing issues after a recent restart, but only on my right monitor. It's started after I had a few PC crashes in which both monitors go black and all the fans in my PC crank up to max speed. The tearing is only happening on the right monitor, but the only hardware change I have made is swapping to a different power cable. I have tried forcing V-Sync to turn on via the NVidia control panel, but to no luck. I'm running driver 384.94, and the newest is 385.41, any ideas what the problem might be?

Black screen and maxed out fans is generally an indication that the graphics driver crashed. Is your GPU overclocked?

I would try a clean uninstall of your graphics driver using Display Driver Uninstaller in Safe Mode and then reloading the recommend driver package.

It's not overclocked past what the factory ships out. I'm going to try updating the newest driver, maybe it's my driver needing an update.
