Screen tearing not being fixed by V-Sync and other common solutions

Very basic question, Im facing screen tearing everytime I play because my computer dishes out more frames than my monitor can show (200fps to 60Hz), right? Then how come Triple buffering, V-sync, Fast-sync, G-sync, and locking my fps to 60 in every way possible not working? This happens everywhere, when I watch videos or when I play video games, how come? Am I understanding the concept of screen tearing wrongly? Help please!

I've updated all my drivers and everything seems normal
My specs:
Core i5-8400 @ 2.80GHz
16GB Ram
Nvidia Geforce GTX 1060 6GB
Motherboard: MSI Z370-A Pro
Monitor: AOC I2781FH 60Hz
Power supply: Segotep GP700G

Once in a blue moon if a game has really crappy in game Vsync, I will disable it in game and use Nvidia Inspector to either force Vsync on, and/or cap frame rate to just below 60. Try these various tweaks to see if one works. If this is happening in ALL games though, clearly there may be something wrong elsewhere, like your display. If you can, try using a flat panel TV, or friend's monitor to hook your PC up to temporarily, to see if the problem persists.

Just read some reviews on Amazon for that display though, and some say it has issues with tearing. There are people that will insist a display has zero to do with how bad tearing is in games, but in my experience it...

"Higher frame rate games look horrible on this monitor so you have to cap yourself and I still see tearing at 60fps which apparently this clunker should do fine"
